As a C4ISR Enterprise Systems Portfolio Analyst, you'll bring your in-depth understanding and expertise to support a senior defense client in the strategy development, implementation planning, and acquisition, transition, and resource-related assessments for communications systems related to Command, Control, Communications, and Computer (C4) and Intelligence, Surveillance, and Reconnaissance (ISR) user segments, mission management, and ground infrastructure. You'll apply leading-edge principles and concepts to provide expert technical, acquisition, and program support for C4ISR communications networks, systems, subsystems, and programs for joint service, allied, and coalition ISR programs and architectures. You'll be a trusted advisor to our clients, and we'll look to you to identify, analyze, and evaluate complex systems, policies, and processes, operating with substantial latitude to lead decision analysis for addressing complex DoD acquisition and investment problems, providing recommendations, and executing plans to optimize portfolio investments, and reducing enterprise risk. You'll mentor employees in both DoD decisions processes and technical competencies.

You'll guide the work we do for C4ISR Enterprise Systems and the solutions we deliver, including recommendations on the design, systems engineering, and the acquisition of voice, video, data, and messaging systems focused upon modernizing and strengthening communications, networks, and command and control (C2) for the DoD's C4ISR enterprise. You served your country as a seasoned military professional-now, continue your mission with us. You Have:

  • 5+ years of experience in working with the DoD
  • Experience as a self-starter and executing the action or staff officer role on Joint Staff or Service-level headquarter staff including developing strategies, decision briefs, and information papers and analyzing policy documents for the DoD
  • Experience with DoD use of, and governance for, satellite communications or wireless terrestrial communications systems or electromagnetic spectrum governance with C4ISR user segment, mission management, and ground infrastructure
  • Experience working as part of a cross-functional delivery team, integrating and incorporating detailed technical data from multiple team members into executive level decision-making products, and communicating the findings, insights, and recommendations to senior-level clients
  • Knowledge of the DoD Adaptive Acquisition Framework (AAF), Joint Capabilities Integration and Development System (JCIDS) or Planning, Programming, and Budgeting, and Execution (PPBE) processes
  • TS/SCI clearance
  • HS diploma or GED


Nice If You Have:

  • Experience with implementing, modernizing, and transitioning C4ISR communications technologies
  • Experience with delivering expert technical advice and assistance for communications capabilities in Joint Service, allied, and coalition ISR programs and architectures
  • Experience with writing and synthesizing data from multiple sources into comprehensive technical documents that are easy to comprehend
  • Experience with analytical activities for US government acquisition programs, including stakeholder requirements definition, requirements analysis, test and evaluation, trade studies, or architecture design for US government processes

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,400.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
